Description
The AFSPECWAR - TACP program is dedicated to enhancing the training and operational capabilities of Special Warfare airmen, particularly those involved in Tactical Air Control Party (TACP), Special Tactics Combat Control Team (CCT), and Joint Terminal Attack Controller (JTAC) operations. A key objective is the development of a high-fidelity simulator, the Joint Terminal Control Training and Rehearsal System (JTC TRS), which supports Distributed Mission Operations (DMO). This simulator is essential for comprehensive training, covering initial, mission qualification, continuation, and currency control requirements for JTACs and Special Tactics personnel. It addresses the limitations of live-fly aircraft by providing a virtual environment that ensures proficiency and qualification standards are met.

The program also aims to integrate the Air Support Operations Center (ASOC) with the Joint Theater Air Ground Simulation System (JTAGSS) trainer. This integration will enhance Joint Fires coordination and create a complete air-ground constructive simulation environment. JTAGSS complements JTC TRS by developing battle staff skills for TACP/CCT/JTAC and ASOC/Special Operations Forces (SOF) Command and Control (C2). The system facilitates vertical and horizontal C2 communications training, which is crucial for mission effectiveness. It also compensates for the shortage of live training events by providing a secure network connection and a simulation environment generator.

Addressing Diminishing Manufacturing Sources and Material Shortage (DMSMS) issues is another focus of the AFSPECWAR - TACP program. This involves transitioning to a modular, open system architecture that is sustainable and cyber-resilient, including removing end-of-life software/hardware within simulator systems. The program aligns with the Simulator Common Architecture Requirements and Standards initiative to ensure interoperability across different platforms. Additionally, it covers civilian pay expenses necessary for managing and executing the JTC TRS capability.

The acquisition strategy includes competitive sourcing to ensure cost-effectiveness while maintaining high standards of fidelity and connectivity in training systems. The JTC TRS contract awarded in June 2021 encompasses production options, cybersecurity support, logistics support, and system improvements. For JTAGSS, advanced technology demonstration units are being fielded to validate mission simulations before awarding a contract for full development and integration. This approach leverages Government or Commercial Off-the-Shelf technologies to minimize risks associated with technical development, scheduling, and costs.
