The AFNET program, as detailed in Line Item 835080 of the Air Force's FY2026 Other Procurement budget, is a comprehensive initiative focused on the modernization, expansion, and defense of the Air Force's wide area network (WAN) infrastructure. The primary goal of AFNET is to provide secure, resilient, and high-capacity IT equipment and technology such as firewalls, routers, and servers that support Air Force Information Network Operations (AFINOps). This includes both classified and unclassified networks, ensuring robust connectivity and cybersecurity for approximately 750,000 Airmen and Guardians stationed globally. The program is designed to meet Department of Defense (DoD) mandates for Zero Trust cybersecurity implementation by the end of FY2027.

The AFNET budget line specifically supports the procurement and deployment of Commercial Off-The-Shelf (COTS) solutions to upgrade and maintain the Air Force's network infrastructure. These upgrades are critical for network defense, situational awareness, and command and control (C2) capabilities. The program's objectives include completing the initial NIPR Installation Service Node (ISN) effort, advancing the Next Generation Gateway Component Enterprise Data Center (CEDC) initiative, and implementing Dual Path Resiliency (DPR) base boundary upgrades. These projects collectively enhance the interface and assured movement of information across terrestrial, air, and space-based networks, supporting the Air Force's operational readiness and information dominance.

Within AFNET, two major weapon systems are funded under Program Element (PE) 0303089F: Air Force Intranet Control (AFINC) and Cyberspace Security and Control System (CSCS). The AFINC system is responsible for procuring and installing equipment for network operations, defense, and management of AFNET Gateways, the Information Management Suite (IMS), and base Service Delivery Point Routers. AFINC's objectives include upgrading gateway email security, DNS, and firewalls, expanding the Information Management System, and implementing Zero Trust principles to enhance cybersecurity at all strategic entry points into the DoD Information Network (DoDIN).

The CSCS system focuses on cyber mission assurance through proactive network defense and persistent operations. CSCS funds are used to procure, install, and host capabilities that enable fault resolution, network service monitoring, boundary protection, and continuous situational awareness. Key objectives for CSCS include vulnerability management, consolidation of Area Processing Centers and Regional Data Centers, deployment of Installation Service Nodes, and implementation of Comply-to-Connect and Host Based Security System (HBSS) solutions. These efforts are essential for maintaining operational capabilities and securing the Air Force's network infrastructure against evolving cyber threats.

The FY2026 AFNET funding request reflects an increase to support the Department of the Air Force's WAN modernization and Zero Trust compliance. Funds are allocated for the procurement and installation of Zero Trust Resource Protection Suites at all Department of the Air Force Main Operating Bases, as well as for modernized routers, firewalls, hosting infrastructure, and associated equipment. This modernization is necessary to ensure secure connections between devices operating on both classified and unclassified networks, supporting day-to-day operations and strategic missions.

Procurement activities under AFNET include system equipment acquisition, engineering and integration, certification and accreditation, deployment, testing, training, and interim contractor support. These efforts are coordinated in accordance with the direction of the Air Force Chief Information Officer (SAF/CIO) and may support other program elements across the Air Force Information Enterprise. The FY2026 request also reflects a reduction for Advisory and Assistance Services, aligning with Executive Order 14222 and the President's Department of Government Efficiency Cost Efficiency Initiatives.
