Description

The Acq Workforce- Global Reach program (PE 0605828F) is managed by the Air Force Life Cycle Management Center (AFLCMC) and is a critical component of the Air Force's Research, Development, Test & Evaluation (RDT&E) Management Support activities. The primary goal of this program is to provide funding for the acquisition and product support workforce, enabling the Air Force to equip U.S. and allied forces with advanced operational weapon systems. This workforce is responsible for overseeing acquisition programs throughout their life cycle, from initial material solution analysis and technology development through engineering, manufacturing, production, deployment, and sustainment.

The program element is divided into two main projects: Acq Workforce-Global Power and Acq Workforce-Global Reach. Each project supports both civilian pay and non-pay requirements for the acquisition workforce, ensuring that the necessary management, technical, and business capabilities are available to execute and support major defense acquisition programs. The funding does not include costs for base operating support civilian personnel, focusing instead on direct support for acquisition-related activities.

Acq Workforce-Global Power specifically funds the civilian and non-civilian pay for personnel engaged in managing and supporting acquisition programs related to the Air Force's global power projection capabilities. This includes the development and sustainment of weapon systems that enable the Air Force to deliver strategic effects worldwide. The workforce funded under this project provides expertise in all phases of acquisition, ensuring that programs remain on schedule and within budget. This project was consolidated into a new program element for FY 2026.

Acq Workforce-Global Reach focuses on acquisition workforce support for programs that enable the Air Force's global reach, such as air mobility, airlift, and refueling capabilities. The funding supports civilian pay for personnel responsible for managing and sustaining these critical programs, ensuring that the Air Force can rapidly deploy and sustain forces globally. Like the Global Power project, this funding was also consolidated into a new program element for FY 2026 to streamline management and improve resource allocation.

A key objective of the Acq Workforce- Global Reach program is to maintain a highly skilled and adaptable acquisition workforce that can respond to changing mission requirements and technological advancements. The program supports efforts to manage workforce variability, including attrition rates, hiring timelines, demographic changes, and average work year costs (AWYC) across the AFLCMC enterprise.

By consolidating multiple program elements into fewer, more comprehensive elements, the Air Force aims to reduce administrative overhead, improve transparency, and enable more flexible management of workforce resources. The justification for this program is rooted in the need to provide the technical and business capabilities required to deliver and sustain cutting-edge weapon systems. The acquisition workforce is essential for ensuring that the Air Force's investments in research, development, and procurement are effectively managed and that operational requirements are met. The program also supports compliance with statutory requirements for acquisition workforce development and management, as mandated by Congress and the Department of Defense.
