Description
The Acquisition Workforce - Capability Integration program, managed by the Air Force Life Cycle Management Center (AFLCMC), aims to equip U.S. and allied forces with advanced operational weapon systems to support military and national security operations. This initiative focuses on enhancing the capabilities of the acquisition and product support workforce, ensuring they possess the necessary management tools, technical expertise, and business acumen to oversee acquisition programs throughout their life cycle. It supports all phases of acquisition, including material solution analysis, technology development, engineering and manufacturing development, production and deployment, as well as operations and support.
A key objective is to fund the AFLCMC civilian workforce across various mission support organizations such as Engineering, Contracting, Financial Management, Logistics, Program Management, and more. It also supports specific programs like the Rapid Sustainment Office and the Cyber Resiliency Office for Weapon Systems. These efforts are crucial for maintaining cutting-edge weapon systems and sustainment capabilities vital for operational readiness.
The program addresses both civilian pay and non-pay support requirements. In FY 2025, there is a planned increase in civilian pay due to adjustments in workforce years (WY) and average workforce year cost (AWYC). This adjustment reflects a strategic decision to optimize resource allocation while ensuring personnel are adequately compensated for their roles in managing complex acquisition programs. Conversely, there is a noted decrease in non-civilian pay requirements due to reduced needs within Capability Integration organizations.
