This consolidation was designed to improve management of workforce variability, including attrition rates, hiring timelines, demographic changes, and average work year costs (AWYC) across the AFLCMC enterprise. The restructuring also aimed to reduce the need for technical adjustments and reprogramming actions during budget execution.
The consolidation maintains transparency in funding, authorizations, work years, and AWYC by establishing distinct projects within the new program element. This approach allows AFLCMC to more accurately reflect the workforce's contributions to three main outputs and capabilities: Cyber, Network & Business Systems; Capability Integration; and Management Headquarters for R&D.
