Description

The Accessions Information Environment (AIE) program is a major Army initiative aimed at modernizing and integrating the Army's recruiting and accessions processes. The primary goal of AIE is to deliver a fully integrated enterprise system that leverages modern business practices and technology, enabling recruiters to operate more efficiently and effectively. By utilizing Salesforce Public Sector Solutions hosted in Amazon Web Services (AWS) Cloud, AIE provides a scalable and configurable platform for Army-wide talent acquisition. This supports the accessioning of enlisted soldiers, commissioned officers, in-service personnel, and direct commissions.

AIE's objectives include streamlining eight core capabilities: lead management, prospecting, interviewing, processing, pay and incentives, intelligence, marketing, and training. These capabilities are designed to reduce administrative burdens on recruiters, allowing them to spend more time engaging with potential recruits and less time managing paperwork or navigating legacy systems. The program also aims to enhance coordination among various Army human resources agencies. This is intended to improve efficiency and the overall soldier experience throughout the accession process.

OEM Technical Support Services is a critical budget line within AIE, funding Salesforce professional services and solution architecture to support the development of all core capabilities for the Enlisted Recruiting Mission, In-Service, Direct Commissioning, and ROTC. These services will be leveraged to complete the development of AIE's foundational features, ensuring that the system can be reused and adapted for future mission sets beyond the initial deployment.

COTS Based Agile Development and Configuration supports system engineering services, continuous sprint planning, agile development teams, and direct work required to build and configure AIE capabilities. Activities include iterative development to complete the Enlisted Recruiting Mission, release to the production environment, backlog development, break fixes, exploratory and automated regression testing, cybersecurity assessments, and deployment support. This approach ensures that new functionalities are delivered incrementally and in response to evolving requirements.

Cybersecurity (RMF, FedRAMP, ATO) funding ensures that AIE meets all Army cybersecurity requirements. Planned activities include support for Security Control Assessor-Validator (SCA-V) and Cyber Vulnerability Investigations (CVI) events, in partnership with relevant Army agencies. These efforts are essential to maintain the integrity and security of the AIE system as it is deployed and scaled across the Army.

Testing, Operational, and Development Support funds agreements with Army test support partners such as the Army Testing and Evaluation Command (ATEC) and Joint Interoperability Test Command (JITC), as well as industry development and configuration sub-contracts. Plans include continuous exploratory and automated regression testing, cybersecurity evaluations, and compliance and performance testing to support agile development and ensure system reliability and effectiveness.

The acquisition strategy for AIE involves transitioning to a Software Pathway under DoDI 5000.87, with an agile development and deployment methodology. The program plans to award a new contract to support continued iterative development and deployment of Enlisted Mission capabilities. Following the initial deployment, AIE will focus on enhancements and the development of follow-on mission sets, including In-Service and Direct Commission capabilities, with future releases scheduled through FY2030. This phased approach ensures that AIE remains responsive to Army needs and technological advancements, supporting the Army's recruiting force and overall talent management objectives.
