Description

The Abrams Upgrade Program is a key Army initiative under budget line item 6500GA0750, focused on the procurement and modification of tracked combat vehicles, specifically the Abrams main battle tank. The primary objective of this program is to upgrade existing Abrams tank variants to the M1A2 System Enhancement Package version 3 (SEPv3) configuration. This effort is intended to enhance survivability, lethality, mobility, and overall system reliability for the Army's armored forces. It directly supports the Armored Brigade Combat Team (ABCT) modernization priority.

The Abrams Tank Production Program funds all activities required for the planning, preparation, and execution of upgrades to the Abrams fleet. These upgrades include significant enhancements such as turret and hull armor improvements, mine blast protection, reactive armor tiles, lightweight belly armor, and advanced countermine equipment. The program also incorporates new technologies like IED jamming equipment, the Total Integrated Engine Revitalization (TIGER) engine, upgraded transmission, an Auxiliary Power Unit (APU), and improved power generation and distribution systems. These modifications are designed to address capability gaps and ensure the tank remains effective against evolving threats.

The M1A2 SEPv3 configuration further integrates advanced features such as the Ammunition Data Link (ADL) for smart munitions, embedded training systems, Blue Force Tracker, Block 1 Second Generation Forward Looking Infra-Red (FLIR) technology, and upgraded computer systems with Line Replaceable Modules (LRMs). These computer enhancements include microprocessors, high-definition color displays, increased memory, Gigabit Ethernet, and a new operating system compatible with the Common Operating Environment (COE) software. Collectively, these upgrades improve the tank's battlefield awareness, targeting accuracy, and crew training capabilities.

The FY 2026 Base Procurement request supports the upgrade and assembly of Abrams tank variants to the SEPv3 configuration. This funding covers costs for vehicle and component refurbishment at Anniston Army Depot, final assembly by General Dynamics Land Systems at the Joint Systems Manufacturing Center in Lima, Ohio, and procurement of Government Furnished Equipment (GFE) such as CROWS-LP, gun tubes, engines, transmissions, and mine plow mounting hardware. The program also funds daily operation and support of production plants, including utilities, security, manufacturing studies, and emergency repairs.

The Abrams Fleet Modification Program provides System Technical Support (STS) for critical suppliers and applies approved modifications to the fielded Abrams vehicles, either through unit-level field modifications or during vehicle recapitalization. This includes procurement and installation of field modification hardware, continued support for TIGER and transmission programs, upgrades to training aids and simulators, and logistics support for the installation of improved Active Protection Systems. These efforts are essential for countering anti-armor capabilities of near-peer adversaries and maintaining operational readiness.

The Advance Procurement line for the Abrams Upgrade Program was initially requested to support long lead items for the planned M1A2 SEPv4 tank. However, the SEPv4 program was subsequently cancelled, and advance procurement funding was realigned to the base program to procure additional SEPv3 vehicles and conduct field modifications on SEPv2 tanks. As a result, there are no advance procurement requests for FY 2025 or FY 2026, and future requirements for this line have been eliminated.
