Description
The Worldwide Joint Strategic Communications program, part of the Air Force's Operational Systems Development, is dedicated to enhancing Nuclear Command, Control, and Communications (NC3) systems. This initiative includes modernizing the Strategic Automated Command and Control System (SACCS) and other NC3 components. By transitioning from Time-Division Multiplexing (TDM) to Internet Protocol (IP) architecture, the program aims to improve cybersecurity and operational reliability. It also supports the deployment of strategic assets such as bombers and Intercontinental Ballistic Missiles (ICBMs).

SACCS is a vital element of this program, ensuring secure data transmission for Emergency Action Messages and other strategic communications. The current equipment has become unsustainable due to parts obsolescence. To address this, the Air Force is developing SACCS-R, a replacement system that will enhance cybersecurity measures and meet nuclear technical performance criteria.

Efforts for SACCS-R include Technology Maturation and Risk Reduction (TMRR) activities focused on securing the new IP-based network. The program also involves creating Cybersecurity Operations Cells to strengthen defensive cyber capabilities. Additionally, it supports integration with Sentinel fielding plans through the Sentinel NC3 Terrestrial Integration (SNTI) program. These efforts are essential for maintaining operational standards set by the Chairman Joint Chiefs of Staff.

Adjustments for FY2025 reflect a decrease due to prior year execution balances and shifting Air Force priorities. Despite these changes, the program remains focused on critical upgrades and development efforts necessary for sustaining strategic communication capabilities. This includes ongoing procurement of hardware, site modifications, and documentation updates to support both current operations and future enhancements in line with evolving defense requirements.
