VC-25B

The VC-25B Program, formerly known as the Presidential Aircraft Recapitalization (PAR) Program, is an initiative by the Air Force to replace the aging VC-25A fleet. The aim is to deliver two new aircraft that fulfill the President's roles as Head of State, Chief Executive, and Commander-in-Chief. These aircraft are based on modified Boeing 747-8 commercial planes and are equipped with advanced communication systems and security measures akin to those in the White House.

Key objectives of the program include engineering and manufacturing development, product support, and program support activities. These involve management, integration, modification, contractor testing, certification, and ensuring mission readiness. Modifications feature enhancements such as electrical power upgrades with dual Auxiliary Power Units usable in flight, military avionics, a self-defense system, and independent enplaning and deplaning capabilities.

The VC-25B Program also emphasizes rigorous developmental testing and evaluation processes. This involves preparing for and conducting ground and flight tests in collaboration with test organizations and contractors. The transition from planning to implementation of these activities is crucial for ensuring that the aircraft meet all operational requirements before entering full-rate production.

The acquisition strategy includes a sole-source contract with Boeing as the prime integrator for development activities. This approach aims to integrate technologically mature subsystems into two government-furnished Boeing 747-8 aircraft while managing risk reduction activities. Despite experiencing schedule adjustments due to delays, the program remains focused on achieving its milestones for Initial Operational Capability and Full Operational Capability.
