Description
The Support to Networks and Information Integration (NII) program, managed by the Office of the Secretary of Defense, focuses on enhancing the Department of Defense's capabilities in positioning, navigation, and timing (PNT). This initiative is essential for modernizing military Global Positioning System (GPS) user equipment and ensuring synchronization with GPS space and operational control segments. The program oversees GPS management and planning activities to meet Joint Capabilities Integration and Development System (JCIDS) requirements. It also supports alternative PNT capabilities to augment GPS services, providing a resilient advantage in battlespace operations.

A significant aspect of the NII program is its support for the DoD’s PNT Oversight Council and interagency activities under the National Space-Based PNT Executive Committee. These efforts align with the National Defense Strategy to enhance precision targeting, intelligence, surveillance, reconnaissance (ISR), logistics efficiency, and blue force tracking. The program emphasizes modernizing PNT capabilities by incorporating new GPS M-code signals and alternative PNT information through a modular open systems approach (MOSA), thereby reducing dependency on legacy systems.

The integrated planning and management project within the NII program involves the National Leadership Command Capabilities Management Office (NMO). The NMO is responsible for establishing national command capabilities development, interoperability standards, architecture policy, and oversight. Its objective is to ensure that senior decision-makers have complete situational awareness and decision tools. Additionally, the NMO assists in overseeing critical command, control, and communications (C3) assets across military departments and defense agencies.

Furthermore, the NII program addresses cybersecurity concerns within the DoD PNT enterprise elements. It provides oversight on maritime information systems (MIS) and submarine fiber optic cables (SFOC), focusing on requirements analysis, communications capability shortfalls, interoperability issues, equipment performance assessments, and future improvements. The program also supports senior leader C3 systems by consolidating operational mission requirements and exploring enhancements for fixed and mobile communications capabilities for top defense officials.
