Description
The Strategic Mission Planning & Execution System (SMPES) is a comprehensive software solution designed to enhance the U.S. Air Force's strategic nuclear planning and analysis capabilities. This system integrates several previously independent programs into a unified platform, including the Mission Planning and Analysis System (MPAS), Global Adaptive Planning Collaborative Information Environment (GAP CIE), and Nuclear Planning and Execution System Recapitalization (NPES Recap). The primary objective of SMPES is to provide advanced tools for consequence analysis, deliberate planning, adaptive planning, and crisis action planning, thereby supporting strategic deterrence efforts.

A key goal of SMPES is to facilitate real-time adaptive planning and execution at both fixed and mobile sites through the NPES Recap component. This involves developing software that supports Nuclear Command and Control (NC2) by providing communication interfaces, data management, and operations support. Additionally, the GAP-CIE component offers a web-based collaborative environment that enables combatant commanders to rapidly coordinate on course of action development. This environment includes decision support tools and the Global Situational Awareness Tool (GSAT), which enhances commanders' ability to visualize geospatial, temporal, and relational planning data.

The program also emphasizes the procurement of necessary hardware to support its operations. This includes acquiring Commercial Off-The-Shelf (COTS) hardware such as servers, storage devices, workstations, peripherals, and other network components for installation at all fixed and distributed nodes. These efforts are part of a four-year life-cycle replacement plan for Cyber Investments aimed at maintaining the system's operational readiness. The resources allocated for these procurements ensure that both GAP-CIE and NPES systems are equipped with production systems on secure networks like SIPRNET and JWICS.

SMPES aims to consolidate critical mission planning tools into a single integrated system that enhances the strategic capabilities of U.S. nuclear forces. By streamlining various components into one cohesive platform, the program seeks to improve efficiency in mission planning and execution while ensuring robust support for strategic deterrence objectives.
