Description
The Spares and Repair Parts program, managed by the Navy, focuses on ensuring the operational readiness and sustainability of naval systems and equipment. This initiative involves procuring essential spares for systems and equipment, supporting both newly acquired hardware installations and existing operational assets. The program is divided into several sub-line items, each addressing specific needs such as Initial Spares, Coordinated Shipboard Allowance List (COSAL) Outfitting Spares, Lay-In Spares, and Vendor-Direct Replenishment Spares.
Initial Spares are procured by Naval Sea Systems Command (NAVSEA) and other system commands to support new hardware installations. These include Installation and Checkout (INCO) spares, On-Board Repair Parts (OBRPs), Maintenance Assistance Modules (MAMs), and depot stock. The aim is to ensure that newly installed systems are fully operational upon deployment.
COSAL Outfitting Spares are managed by the Navy Working Capital Fund to provide onboard repair parts for maintenance, modernization efforts, and configuration changes. Lay-In Spares address inventory gaps caused by previous underfunding, ensuring necessary spares are available at wholesale levels before transfer to NAVSUP Weapon Systems Support 90 days prior to the material support date.
Vendor-Direct Replenishment Spares provide materials for planned equipment replacement programs, supporting depot-level maintenance turnaround times and throughput capabilities. The program supports various special initiatives such as Q-COSAL range and depth repair parts, special tools for reactor plant equipment maintenance, and Gold Disk micro/miniature repair. By maintaining a robust supply chain of spares and repair parts, the program enhances mission readiness and supports the Navy's operational capabilities across its fleet.
