Description
The Sniper Rifles Modifications program is a key initiative under the Army's modernization priorities, aimed at enhancing the lethality of joint forces in contested environments. This program focuses on minimizing and eliminating the erosion of close combat capabilities relative to peer competitors, as outlined in the National Defense Strategy. The primary objective is to conduct investigative engineering studies and procure modifications or conversions of sniper weapons and related system components. This includes items such as Advanced Sniper Accessory Kits, M151 Spotting Scope Systems, Tactical Tripod Kits, sniper optics, laser range finders, and ballistic compensating systems.

The program also aims to meet operational needs by lightening the sniper's load through initial buys of essential items. It encompasses the procurement of rifle scope optics, spotting scopes, and an Accessory Interface Mounting kit. Additionally, it seeks to improve capabilities with enhanced common reticle patterns and special tool kits. Ancillary equipment improvements include intelligent rails, ballistic chronographs, Ballistic Weather Meters, Sniper Scope Covert Caps, Weapon Tripod Cradles, Sniper Data Boards, improved Sniper Buttstocks, and other components.

Continuous upgrades are necessary for the current Army fleet of sniper weapons, which includes models such as the M14 Enhanced Battle Rifle and the M110 Semi-Automatic Sniper System. These upgrades aim to enhance mission capability by integrating emerging technologies that perfect ballistics with precise hardware and calculations. The program also focuses on reducing the burden on sniper teams by improving ergonomics and portability while enhancing reconnaissance, surveillance, target acquisition capabilities, and precision aiming through automated ballistic prediction systems.

Furthermore, these upgrades support better collaboration between snipers and spotters by facilitating information sharing about targets and improving situational awareness. Although there is no specific request for FY 2025 funding for this line item, past allocations included emergency supplemental support for international efforts such as those in Ukraine. This aligns with broader defense objectives under Section 1815 of the FY 2008 National Defense Act for homeland defense missions and military support to civil authorities.
