Description
The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program, managed by the Air Force, aims to harness the innovative potential of small businesses to address technological challenges. AFWERX, a key administrator of this program, seeks to foster an innovation ecosystem that delivers transformative capabilities for Air and Space operations. By collaborating with Airmen and Guardian talent, AFWERX accelerates the transition of agile and cost-effective technologies. In alignment with the establishment of the United States Space Force (USSF), SpaceWERX was created to manage SBIR and STTR efforts specifically for space-related initiatives.
SpaceWERX's mission is to integrate innovative capabilities into the USSF while building partnerships among Space Guardians and leading problem solvers. This mission is achieved by connecting diverse entities from industry, academia, and government; creating capability options and prototype opportunities; streamlining acquisition processes; and promoting a culture of innovation. The program is closely linked with AFWERX initiatives to enhance Department of the Air Force (DAF) capabilities by simplifying technology transfer and accelerating results.
The DAF SBIR/STTR program employs three approaches to support small businesses: Open Topic, Specific Topic, and STRATFI/TACFI. The Open Topic approach invites commercial industry to propose dual-use technology solutions without a predetermined end-user, capturing emerging technologies for the DAF. The Specific Topic approach targets solutions for operational imperatives identified by DAF end users, with clearly defined requirements. STRATFI/TACFI efforts aim to scale Phase II projects for successful technology transitions by partnering with multiple stakeholders and leveraging external investments.
In recent developments, SpaceWERX launched the Orbital Prime initiative under the Specific Topic approach, focusing on Assured Access to Space and on-orbit servicing as part of the DAF's Operational Imperative #1. For fiscal years 2024 and 2025, SBIR/STTR resources are planned to be distributed across Specific Topic, Open Topic, STRATFI/TACFI, and administrative purposes. These allocations reflect a strategic approach to fostering innovation while addressing specific operational needs within the Air Force and Space Force domains.
