Region/Sector Operation Control Center Modernization Program

The Region/Sector Operation Control Center Modernization Program is part of the Air Force's Operational Systems Development efforts. It supports the NORAD/NORTHCOM homeland defense and air sovereignty mission for fixed Air Defense Sectors. A key element is the Battle Control System-Fixed (BCS-F), a bi-national development with Canada. This system integrates data from civil and military defense surveillance systems to enhance air sovereignty operations.

The Battle Control System-Fixed Modification 1 is a significant aspect of this modernization. It incorporates Automatic Dependent Surveillance-Broadcast (ADS-B) data feeds and Earth Center Earth Fixed (ECEF) capabilities. As a Cooperative Development Program between the US and Canada, it enhances tactical communications and data link capabilities, ensuring integration with other systems responsible for air surveillance and defense.

Another critical component is the National Capitol Region - Integrated Air Defense System (NCR-IADS). Rapidly fielded after September 11, 2001, it provides ground-based air defense for the National Capitol Region. NCR-IADS delivers an integrated air picture, air defense weapons, enhanced situational awareness, and forensic data collection capabilities. The program plans life cycle replacements to prevent obsolescence, address new cybersecurity requirements, and integrate future capabilities.

The acquisition strategy involves full and open competition managed by the Program Management Office at Hanscom AFB in collaboration with PMO North in Ottawa. The Air Force Life Cycle Management Center acts as the contracting authority, using various strategies including Other Transaction Authority to facilitate modernization efforts. These initiatives are vital for maintaining robust homeland defense capabilities through technological integration and international cooperation.
