Description
The Identity Credential Management (ICM) program, managed by the Defense Manpower Data Center (DMDC), focuses on developing secure identification and authorization capabilities for the Department of Defense (DoD). The program aims to enhance identity protection, security, and verification of entitlements and benefits. In FY 2025, ICM will continue to develop modernized identity and credentialing capabilities, reaching initial operational capability. This includes a pilot project called 'myAuth' with a commercial provider to improve self-service authentication and availability.
The Office of People Analytics (OPA) Testing and Assessment division is dedicated to improving methods for assessing military enlistment aptitudes. The division administers the Armed Services Vocational Aptitude Battery (ASVAB), which is crucial for selecting qualified recruits. Ongoing efforts include aligning ASVAB subtests with high school curricula, conducting re-norming assessments, and exploring new testing methodologies. In FY 2025, OPA plans to consolidate information about ASVAB tests, develop Complex Reasoning test forms, and automate adverse impact analyses.
The Federal Voting Assistance Program (FVAP) ensures that service members and overseas citizens can exercise their right to vote. It focuses on increasing awareness of voting resources among active-duty members and improving absentee ballot processes. FVAP collaborates with states and local jurisdictions to enhance election procedures. The program continues to research policy and technology topics related to absentee voting under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA).
Enterprise Data Services (EDS) aims to leverage data as a strategic asset for decision-making and innovation within the DoD. The program supports data access through Data Delivery Services (DDS), providing real-time data sharing via Application Programming Interfaces (APIs). In FY 2025, EDS will focus on foundational enhancements for Zero Trust implementation, expanding DDS access to more data holdings. This effort aligns with the DoD's data strategy goals of making data visible, accessible, trustworthy, and secure.
The Advanced Distributed Learning (ADL) program enhances distributed learning systems across the DoD by improving efficiency, effectiveness, and interoperability. It supports modernization efforts in online education technologies and coordinates with federal agencies and international partners. In FY 2025, ADL will continue developing enterprise-wide learning tools such as the Enterprise Course Catalog and Learner Record Repository while updating distributed learning policies in collaboration with technical organizations like IEEE.
