Description
The Planning and Decision Aid System (PDAS) is a classified initiative managed by the Navy. It aims to enhance command and control capabilities for various defense entities. This system supports the Office of the Secretary of Defense, Unified Combatant Commanders, the Intelligence Community, and Coalition partners in operational planning and coordination of special access programs. PDAS plays a crucial role in integrating these programs into operational planning and execution, thereby supporting national security objectives through Integrated Joint Special Technical Operations (IJSTO).

PDAS is designed to protect sensitive information across a global network, adhering to Intelligence Community Directive 503 security standards. It offers tools such as office automation packages, document management systems, and secure collaboration platforms that facilitate communication among users regardless of their location. The system ensures secure data exchange and enables conferencing and planning sessions across distributed locations both within and outside the continental United States. Additionally, PDAS provides users with access to a Help Desk for remote troubleshooting.

The program's development involves continuous research and innovation to address evolving threats and increase capabilities. The Naval Information Warfare Center (NIWC) Pacific, along with various contractors, receives support for engineering and integration efforts. This includes research, prototype development, modification, and integration of Commercial Off-The-Shelf (COTS) and Open Source software into the program's lifecycle. Oversight is provided by the Program Executive Officer for Digital and Enterprise Services (PEO Digital), ensuring alignment with strategic objectives.

Planned activities for PDAS include ongoing design and development efforts initiated in previous years. These efforts encompass deploying new client hardware, updating software, designing replacement datacenters to tackle obsolescence issues, and integrating cloud datacenter options where applicable. The program also focuses on developing plans for client upgrades to maintain system efficacy amidst changing technological landscapes. Adjustments reflect minor changes due to inflation costs while maintaining a steady trajectory towards achieving its strategic goals.
