Description
The Operational Test & Evaluation Capability program, managed by the Navy, aims to enhance the operational testing and evaluation of naval systems and capabilities. Headquartered in Norfolk, Virginia, it includes several detachments across the United States. The primary goal is to ensure that new and improved systems are operationally effective, suitable, and cyber survivable before being recommended for fleet use. This involves planning, testing, and reporting on these systems' performance to provide the Chief of Naval Operations with actionable insights.

A significant component of this program is OPTEVFOR Support, which focuses on improving test strategies to maximize efficiency and minimize resource usage. This initiative supports various efforts such as IT network upgrades, integrated testing across programs, and enhancing staff expertise in areas like modeling and simulation. The aim is to deliver fully tested combat systems to fleet units while maintaining cost-effectiveness. Additionally, OPTEVFOR coordinates with Warfighting Development Centers to transition test data into actionable knowledge that enhances warfighting readiness.

Another critical aspect is Cyberspace Activities, which ensures the cybersecurity of OPTEVFOR's network infrastructure. This involves maintaining compliance with cybersecurity directives through regular vulnerability scans and network patching. The goal is to protect operational support networks from cyber threats while supporting command operations effectively. Resources also cover hardware and software maintenance necessary for continuous monitoring and compliance with cybersecurity requirements.

The Operational Test & Evaluation Capability program seeks to modernize testing processes and improve the quality of evaluations conducted on naval systems.
