Description
The Networked Communications Capability (NCC) Program Element, managed by the Office of the Secretary of Defense, focuses on advancing technologies to enhance interoperability and resilience in strategic and Joint Force communications. The program addresses challenges within the Department of Defense's (DoD) command, control, and communications (C3) infrastructure by shifting from system-centric to network- and data-centric approaches. This initiative is crucial for maintaining robust communication capabilities amidst internal design limitations and external threats from adversaries. The NCC envisions a C3 system that is universally accessible, adaptable, and resilient across various environments.
To achieve these objectives, the NCC employs secure software-defined and hardware-supported solutions across all layers of the DoD communications stack. This integration ensures agility and adaptability in maintaining critical communications across terrestrial, maritime, air, space, and cyberspace domains. The program emphasizes effective operation in degraded or contested environments to support both tactical edge and strategic missions. Building on previous advancements with Software Defined Radios (SDRs), the NCC leverages adaptive methods to dynamically optimize communication parameters.
The NCC collaborates with entities such as the Joint Tactical Networking Center (JTNC) and the Joint Interoperability Test Command (JITC) to ensure interoperability and capability advancement. These partnerships focus on testing, evaluating, verifying, validating, and certifying SDR and Software Defined Network (SDN) solutions from Defense Industrial Base partners. This collaboration aims to benefit U.S. DoD warfighters as well as those of Allied Nations by ensuring enduring compatibility and resilience.
Looking ahead, the NCC will continue to support critical technology research and development initiatives like the Integrated Network System of Systems (INSS). The program will also focus on accelerating networked C3 technologies through experimentation and coalition demonstrations. By working with Combatant Commands, Services, and Agencies (CSAs), the NCC seeks to establish minimum viable standards for communication systems while championing promising research projects with high potential for transition within a few years.
