1506N - Aircraft Procurement, Navy
Description
The KC-130J program is centered on procuring a versatile aircraft designed for multiple roles, including cargo transport, air refueling, and troop carrier operations. Its primary objective is to enhance the operational capabilities of the U.S. Marine Corps by providing a reliable platform for tactical in-flight refueling and assault support transport. The KC-130J features advanced elements such as wing-mounted refueling pods, an internal cargo ramp, and state-of-the-art cockpit electronics, collectively improving its performance over previous models.
A key goal of the program is to ensure timely delivery of aircraft through advance procurement strategies. By securing long lead items like Contractor Furnished Equipment (CFE) and Government Furnished Equipment (GFE) ahead of time, the program aims to deliver aircraft earlier than standard timelines would allow. This approach not only accelerates delivery but also results in estimated cost savings per aircraft, depending on the fiscal year of delivery.
The program's objectives include maintaining a steady production schedule by acquiring essential components like airframes and electronic systems well in advance. These components encompass critical systems such as SATCOM, countermeasure dispensers, radar warning receivers, and communication radios. The advance procurement strategy supports the Multi-Year Procurement Three (MYPIII) pricing structure, involving joint participation with the U.S. Air Force as the lead service.
The KC-130J program's goals align with enhancing military readiness and operational efficiency by ensuring that U.S. Marine Corps squadrons have access to advanced aircraft capable of meeting diverse mission requirements. By focusing on both procurement efficiency and cost-effectiveness, the program seeks to optimize resource allocation while delivering high-performance aircraft that meet strategic defense needs.
