Description
The Joint Non-Lethal Weapons Technology Development program is focused on advancing research and development of next-generation non-lethal weapons. Overseen by the Commandant of the Marine Corps, this initiative addresses capability gaps identified in the Department of Defense's Non-Lethal Weapons Joint Capabilities Based Assessment Document. It aims to support strategic competition objectives by offering non-lethal options for military operations, especially in scenarios limited by legal or policy considerations.

Key objectives include developing non-lethal directed energy weapons, such as lasers and high-power microwaves, for counter-personnel and counter-material missions. The program also explores technologies like acoustic, optical, and human electro-muscular disruption to enhance non-lethal capabilities. These efforts focus on providing long-range localized effects in complex environments like urban areas and crowds, ensuring safe engagements near civilian facilities.

The program prioritizes advanced technology development through analysis, technology development efforts, and modeling and simulation. It aims to optimize weaponization by integrating subsystems into prototypes for field experiments. The goal is to achieve Technology Readiness Levels 4 to 6, which involve validation in laboratory and relevant environments.

Furthermore, the program collaborates with NATO and allies to strengthen partnerships and ensure a fully integrated non-lethal competency alongside lethal firepower. This collaboration supports the National Defense Strategy's goal of strengthening alliances while offering force application options below lethal thresholds. Ongoing research includes feasibility studies for high peak power radio frequency directed energy sources and conceptual designs for improved performance in non-lethal systems.
