Description
The Insider Threat program, managed by the Defense Counterintelligence and Security Agency (DCSA), is designed to protect national security by preventing insider threats within the Department of Defense (DoD). This initiative includes two main components: the DoD Insider Threat Management and Analysis Center (DITMAC) and the National Center for Credibility Assessment (NCCA). DITMAC focuses on integrating various data sources to detect and mitigate potential insider threats, ensuring that DoD personnel, assets, and information remain secure. The program's goals include enhancing capabilities for installation-level reporting and improving automated data ingestion to better analyze areas of increased risk.
The DITMAC System of Systems (DSoS) plays a crucial role in supporting case management and facilitating secure information transmission between DoD components. In fiscal year 2025, enhancements are needed to support the Prevention, Assistance, and Response (PAR) program, User Access Monitoring (UAM), and Behavioral Threat Analysis Capability (BTAC). These improvements aim to strengthen analytic efforts by focusing on high-risk areas through automated data processing.
A significant aspect of the Insider Threat program is the development of ocular-motor deception detection capabilities under the NCCA. This involves evaluating new technologies for assessing credibility through eye movement analysis. The objective is to determine how accurately these technologies can distinguish between deceptive and non-deceptive individuals. Although no plans are set for fiscal year 2025 due to funding realignment, previous efforts included field evaluations with partners like the Defense Intelligence Agency (DIA) and research into developing a government-controlled decision algorithm for ocular deception detection.
The Insider Threat program aims to maintain a trusted workforce by leveraging advanced technologies and methodologies. By integrating data from multiple sources and enhancing analytic capabilities, DCSA seeks to proactively identify and mitigate insider threats, thereby preserving America's strategic edge in defense operations.
