Description
The Missile Industrial Facilities program is focused on maintaining and upgrading Navy-owned Naval Industrial Reserve Ordnance Plants (NIROPs) located in Sunnyvale, California; Santa Cruz, California; and Bacchus, Utah. These facilities are crucial for supporting the Fleet Ballistic Missile program, particularly the D5 missile production. The primary goal is to ensure these facilities remain operational and safe, given that many of the buildings are over 50 years old and have surpassed their useful life expectancy.

One of the key objectives is to address deferred maintenance projects critical for safety and operational efficiency. The Navy has prioritized efforts to support the re-motoring of D5 missiles, which necessitates repairs and upgrades to ensure the NIROP buildings meet safety standards. The Naval Ordnance Safety and Security Activity (NOSSA) has identified specific safety requirements for Arms, Ammunition, and Explosive (AA&E) buildings that need immediate attention.

In FY 2025, the focus is on addressing aging infrastructure and a backlog of explosive safety and security projects at the Bacchus NIROP facility. Planned projects include replacing HVAC controls in several buildings, refurbishing various facilities such as the Alcohol, Tobacco, and Firearm (ATF) Bunker at the Burning Grounds, and updating water piping networks. Additionally, there will be refurbishment efforts for HVAC supply systems in multiple buildings and replacement of asbestos siding where necessary.

The Missile Industrial Facilities program aims to ensure that these critical infrastructures are maintained in a service-ready state to support ongoing missile production needs. By addressing both immediate safety concerns and long-term maintenance requirements, the program seeks to extend the operational life of these facilities while supporting strategic defense initiatives.
