Description
The Financial Management Information Systems Development program, particularly the Cost Estimating Modeling (CEM) initiative, is focused on enhancing the Air Force's cost estimating capabilities. This initiative aims to develop and upgrade datasets, methods, and tools essential for accurate financial management and cost analysis. By collaborating with the Office of the Secretary of Defense's Cost Assessment Data Enterprise (CADE), CEM seeks to improve the quality and timeliness of acquisition program cost estimates. This partnership is designed to address Congressional mandates for better acquisition outcomes by providing comprehensive data and analysis tools.
CEM's objectives include organizing complete datasets, analyzing historical data, and studying evolving technologies to develop new estimating methods. These efforts are crucial for creating statistical tools and cost estimating relationships across various product work breakdown structures. The program supports the Department of Air Force's decision-making processes by delivering credible estimates that comply with statutory requirements. It also addresses changing technologies and policy directives that necessitate continuous updates to cost estimating processes.
The program's accomplishments include updating datasets for aircraft systems engineering, missile/munitions relational databases, and software factory programs. It also involves developing satellite sizing relationships and models for resilient ground systems. Future plans focus on expanding curated datasets, enhancing benchmark tools for contract modifications, and integrating historical data into CADE for centralized access. These efforts aim to support the Cost Analysis Data Operating Model objectives outlined in the FM Strategic Plan.
The CEM initiative employs a strategic acquisition approach using firm-fixed price or hybrid contracts awarded through open competition. The Department of Air Force oversees contract management to ensure progress aligns with scheduled activities.
