Description
The Defense Information System for Security (DISS) is a key initiative under the Defense Counterintelligence and Security Agency (DCSA), aimed at enhancing the personnel security mission across the Department of Defense (DoD). The primary goal of DISS is to consolidate this mission into a comprehensive enterprise adjudicative case management system. This system is designed to automate and improve national investigative and adjudicative standards, thereby eliminating inefficient work processes and fostering increased information collaboration across the security community.

A significant objective of DISS is to provide robust capabilities for processing and verifying security clearances for all DoD military personnel, civilians, and contractors. By integrating advanced technologies, DISS seeks to streamline these processes, ensuring that they are both cost-effective and efficient. The system's development aligns with the broader mission of DCSA to protect critical technology and maintain a trusted workforce through innovative solutions.

Furthermore, DISS is being aligned with the National Background Investigation Services (NBIS) program, which receives support through the DCSA Working Capital Fund starting in FY 2024. This alignment aims to further enhance the capabilities of DISS by integrating it into a larger framework that supports comprehensive background investigations. The transition of DISS from the Defense Human Resources Activity/Defense Manpower Data Center (DHRA/DMDC) to DCSA in FY 2021 underscores its strategic importance in safeguarding national security interests.

The development and implementation of DISS reflect a concerted effort by the DCSA to leverage technology in advancing America's strategic edge in personnel security. By automating key processes and improving standards, DISS contributes significantly to ensuring that the federal workforce remains trusted and capable of delivering uncompromised capabilities.
