Description
The Family of Medical Communications for Combat Casualty Care falls under the Army's Communications and Electronics Equipment category. Its primary goal is to integrate Force Health Protection and medical surveillance information with Army Mission Command information technology systems. This integration ensures that deployed service members have comprehensive, life-long medical records of all illnesses and injuries, fulfilling specific requirements outlined in United States Code. The program aims to enhance commanders' ability to identify population health trends and outbreaks, reallocate resources based on needs, and make informed tactical and medical decisions.
A key objective of this program is the modernization of the Army's legacy health record system. Originally developed by the Medical Communications for Combat Casualty Care (MC4) Program, the system is now undergoing updates to align with new requirements for the Defense Healthcare Management Systems Joint Operational Medical Information System. This modernization effort has led to the creation of a new initiative called Operational Medicine Information System - Army (OMIS-A), which will execute these updates starting in FY 2024. OMIS-A will serve as the Army's single Information Management/Information Technology system for deployable medical forces.
OMIS-A's objectives include providing both Joint Service next-generation electronic health records and Army-specific operational health information technology software. This includes capabilities such as tactical medical information capture, streamlined medical logistics, low or no communications data capture and retention, cloud-enabled health management systems, and virtual health consultations. The program will integrate modernized electronic health records with Army-specific capabilities as needed, ensuring that Army medical units are equipped with updated systems.
