Description
The Enterprise Security System (ESS) is a key initiative under the Defense Counterintelligence and Security Agency (DCSA). It focuses on enhancing national security through advanced technology protection and personnel vetting. ESS primarily supports the National Industrial Security Program (NISP) by overseeing numerous cleared companies, contractor facilities, and classified systems. This system ensures that classified U.S. government information and critical technologies are adequately protected, maintaining a trusted federal and industrial workforce.

A significant component of ESS is the National Industrial Security System (NISS), which serves as the system of record for facilities clearance information. NISS plays a crucial role in assessing and mitigating risks related to contractors under Foreign Ownership, Control, or Influence (FOCI). It provides the Department of Defense (DoD) with comprehensive visibility into security-related data for classified contracts, sites, and systems. The development of NISS into a multi-level classification system aims to enhance DoD-wide visibility of relevant intelligence and threats across various secure networks.

The objectives of ESS also include enabling near-real-time threat awareness and addressing non-compliance vulnerabilities. By providing the Defense Security Enterprise with tools to project risks to specific industrial sites, ESS supports secure decision-making processes regarding unclassified acquisition, research, and grants. Additionally, NISS facilitates a common operational picture of risk and threat reporting across the entire NISP, improving transparency and timely action on identified risks.

Looking forward, ESS plans include developing modifications to meet emerging mission needs and establishing a cloud environment for enhanced data analytics capabilities. Collaboration with the Chief Digital and Artificial Intelligence Office aims to develop a Minimum Viable Product for common FOCI data analysis. These efforts are designed to support Supply Chain Risk Management Assessments and continuous vetting capabilities within the Defense Industrial Base.
