Description
The Development Test & Evaluation program, managed by the Office of the Secretary of Defense, aims to enhance the capabilities of Major Defense Acquisition Programs (MDAP) and rapid prototyping initiatives. This program focuses on developing comprehensive and efficient testing strategies to support key acquisition milestones and engineering decisions. It emphasizes documenting these strategies in Test and Evaluation Master Plans (TEMPs) and ensuring they are reviewed and approved for Acquisition Category (ACAT) ID programs. The program also supports rapid prototyping and fielding efforts by tailoring test strategies to meet specific needs.
The Cybersecurity Development Test & Evaluation for Weapon Systems project is dedicated to advancing cybersecurity measures within MDAPs and other acquisition programs. This initiative provides resources to develop innovative cybersecurity testing strategies that align with security standards, cyber survivability, and operational resilience. It identifies gaps in DoD cybersecurity test infrastructure and supports strategic planning to address these gaps. The project collaborates with intelligence communities to enhance cyber intelligence support and improve workforce capability in cybersecurity testing.
Independent Engineering Assessments focus on providing technical evaluations for MDAPs, ensuring that engineering strategies are comprehensive and aligned with best practices. This project conducts Independent Technical Risk Assessments (ITRAs) at critical milestones, such as Preliminary and Critical Design Reviews, to identify potential risks and suggest mitigation measures. The assessments aim to ensure that programs are ready for production while meeting cost, schedule, and performance goals. Additionally, the project supports modernization initiatives in line with the National Defense Strategy by conducting technical reviews and offering specialty engineering support.
These initiatives under the Development Test & Evaluation program work collaboratively to streamline processes, improve test efficiency, and ensure that defense acquisition programs meet their intended objectives effectively.
