Description
The Defense Enterprise Accounting and Management System (DEAMS) is a program under the Department of the Air Force (DAF) designed to enhance financial management systems for improved audit and transparency. DEAMS, an Enterprise Resource Planning (ERP) solution based on Oracle e-Business Suite, aims to replace outdated accounting systems with a modern, auditable financial management capability. This system supports 17,000 users across 170 installations worldwide, including all Air Force Major Commands, the U.S. Space Force, and Unified Commands where DAF acts as the executive agent. The primary objective is to improve financial transaction processing efficiency while ensuring compliance with financial management laws and regulations.

DEAMS is transitioning into the final phase of the Business Capability Acquisition Cycle (BCAC), known as Capability Support. This phase involves managing system requirements through a program backlog by the Program Management Office (PMO) and Functional Management Office (FMO), utilizing Agile methodology for regular capability releases. The Agile approach facilitates early delivery of capabilities, risk mitigation, waste reduction, and continuous process improvement. The DAF plans to expand DEAMS deployment to acquisition communities, adding 4,500 new users for a total of 21,500 users.

The development strategy includes iterative cycles focusing on requirements analysis, design, testing, data conversion from legacy systems, and implementation into the DEAMS baseline. Key activities involve optimizing system performance by removing unused code and interfaces, addressing defects and user-identified problems, and ensuring system security through continuous monitoring. Additionally, DEAMS aims to support secure development processes for cloud migration and integrate solutions like Security Information and Event Management.

In FY 2025, DEAMS plans to continue releasing new capabilities using Agile methodology while optimizing performance and addressing cyber vulnerabilities. The program will complete its migration to Cloud One Oracle Cloud Infrastructure and implement Identity, Credential, and Access Management solutions. It will also focus on integrating audit remediation tools and developing functionalities related to logistics integration, asset accounting, foreign military sales, distribution processes, and personnel travel management systems. These efforts are supported by increased resources to accelerate development in key areas such as Civ Pay accounting and logistics integration.
