Description
The Counterproliferation Modernization program, managed by the Office of the Secretary of Defense, aims to enhance the Department of Defense's capabilities in countering weapons of mass destruction (WMD). This initiative aligns with the National Defense Strategy's objectives to deter aggression and defend the homeland by preventing adversaries from developing or using WMDs. The program focuses on research and development activities that improve understanding of operational environments and disrupt potential threats, thereby reinforcing U.S. warfighting advantages.

A key objective is to prevent adversaries from acquiring or deploying WMDs by investing in capabilities that can take action against concerning actors. The program supports efforts to delay and degrade adversary capabilities and, if necessary, prevent the use of WMDs. This involves enhancing interoperability and access to address acute forms of coercion, as outlined in the 2022 DoD Strategy to Counter Weapons of Mass Destruction.

The program strategically invests across Military Services, Combatant Commands, and Defense Agencies to close capability gaps within the Joint Force. It prioritizes projects that meet emergent operational needs validated by the Joint Force, with an annual investment strategy designed to yield new fielded capabilities within one to two years. These investments include upgrades and enhancements to existing systems that counter WMD proliferation, integrating operational prototypes into fielded systems.

Additionally, the program funds labor, materials, and travel requirements for activities related to capability development and fielding. This includes research studies, assessments, analyses, and education efforts aimed at modernizing counter-WMD capabilities. The focus on upgrading fielded systems enhances the Joint Force’s lethality by exploiting vulnerabilities in WMD networks and disabling or defeating WMD delivery systems.
