Description
The Communications and Electronics Infrastructure Support program, managed by the Navy, aims to enhance the operational capabilities of emergency response systems and communication infrastructure. A key component of this initiative is the Consolidated Emergency Response System (CERS), which supports emergency dispatch personnel by providing timely responses to calls for service. This system standardizes Emergency Dispatch Centers, facilitating resource management and situational awareness through Enhanced 911 (E911) capabilities, Computer Aided Dispatch (CAD), and Fire Station Alerting (FSA). The program's objectives include modernizing outdated E911 systems to mitigate cybersecurity risks and ensure efficient operations for first responders.

Another critical aspect of the program is the Enterprise Land Mobile Radios (ELMR) initiative. This project focuses on deploying modern digital trunked radio systems across all Marine Corps Bases, Posts, and Stations. The goal is to provide reliable wireless communication for first responders, enhancing their ability to coordinate during emergencies. The ELMR system supports CERS by offering robust Radio Frequency (RF) coverage, enabling effective command and coordination between dispatchers and first responders during various operational scenarios.

The program also includes specific support for the Defense Policy Review Initiative (DPRI), particularly in Okinawa. This involves the procurement, installation, and accreditation of both CERS and ELMR systems in newly constructed facilities with a beneficial occupancy date set for FY 2026. By ensuring that equipment is procured a year prior to occupancy, the program aims to meet mission requirements without delays that could have political or cost implications.

The Communications and Electronics Infrastructure Support program seeks to enhance emergency response capabilities through technology refreshes and infrastructure improvements. By focusing on both immediate needs such as system modernization and long-term strategic goals like facility outfitting under DPRI, the program aims to ensure that first responders are equipped with reliable communication tools necessary for effective crisis management.
