C-40 Fleet Expansion

The C-40 Fleet Expansion program is an initiative by the Air Force to enhance its fleet of mission support aircraft. The primary goal is to procure a new C-40D aircraft, equipped with military-specific modifications and the Senior Leader Communications System-Airborne suite. This aircraft will support key government officials, including the Vice President, First Lady, Secretary of State, Secretary of Defense, and Chairman of the Joint Chiefs of Staff. By expanding the fleet, the program seeks to increase capacity for executive airlift missions and alleviate demand on existing aircraft.

In addition to acquiring the aircraft, the program includes objectives related to product support and interim supply support. This involves funding for Product Support Cost activities and Advisory & Assistance Services, as well as other government costs associated with maintaining and operating the new aircraft. The program also aims to ensure that necessary support equipment is available for seamless integration into the existing fleet.

The procurement strategy for the C-40D involves modifying a new-production business aircraft to meet military standards. The Air Force plans to award a contract in September 2025, with delivery expected by August 2028. This timeline reflects careful planning to ensure that all specifications are met and that the aircraft is fully equipped to fulfill its intended role upon delivery.
