Description
The Army Training Modernization (ATM) program is focused on enhancing the training capabilities of the Army through the integration of advanced digital technologies. This initiative includes efforts such as the Army National Guard (ARNG) Distributed Learning Program (DLP), Other Training Modernization, and the Distributed Learning System (DLS). These efforts aim to acquire Digital Training Facilities (DTFs) designed to deliver high-quality instruction rapidly to Army personnel. The goal is to ensure compatibility with other military services and leverage commercial and state resources for cost-effective solutions. A primary objective is to reduce the backlog of Military Operational Specialty (MOS) training, thereby increasing MOS qualification levels and overall readiness.

The ARNG Distributed Learning Program (DLP) is a key component of ATM, providing online training capabilities across communities nationwide. This program supports the training and readiness of Soldiers and units by offering access to online resources necessary for individual and unit readiness. In FY 2022, ARNG DL Classrooms were utilized by a significant number of users for extensive hours, facilitating professional military education, functional training, and mobilization activities. The program supports numerous ARNG DL Classrooms nationwide, ensuring that Soldiers have access to necessary training resources.

The Distributed Learning System (DLS) enhances training infrastructure by enabling Soldiers to train at or near their assigned stations instead of attending resident Army schools. DLS supports a substantial number of modern distance learning-enabled DTFs and has fielded several Deployed Digital Training Campus (DDTC) units for deployed training scenarios. Additionally, Mobile Digital Training Facilities (MDTFs) have been provided to support remote location training for the United States Army Reserve Command. The DLS aims to increase both the number of personnel trained and the quality of training delivered.

Key stakeholders in this modernization effort include the Army Capability Manager under Combined Arms Center - Training, various Army Commands, Program Executive Officer - Enterprise Information Systems, and the Army General Staff. The DLS employs Commercial-Off-The-Shelf (COTS) solutions like electronic classrooms and web-based systems such as the Army Learning Management System (ALMS). These tools facilitate technical and tactical proficiency development, support MOS skills enhancement, leader development, and sustainment of individual and unit combat skills. ATM aims to transform Army training into a more efficient and effective system that aligns with modern technological advancements.
