Description
The Army Technical Test Instrumentation and Targets program is designed to support the test and evaluation of Army Modernization Priority Programs. This initiative focuses on developing new test methodologies, advanced test technology concepts, and future capabilities. The program aims to enhance the United States Army Test and Evaluation Command (ATEC) by investing in advanced modeling, simulation, and instrumentation prototypes. These efforts are crucial for ensuring that the Army's modernization efforts are effectively supported, particularly in developing Multi-Domain Operations-capable forces.

The program's objectives include maintaining and upgrading existing capabilities across various locations such as the Operational Test Command at Ft Hood, Texas, Aberdeen Test Center in Maryland, White Sands Missile Range in New Mexico, and others. This involves replacing outdated or unreliable instrumentation and making incremental upgrades to hardware and software systems used for modeling, simulation, and data collection. These enhancements are vital for supporting acquisition milestone decisions across all test mission areas within the Army.

Additionally, the program supports a wide range of Army acquisition programs, including rapid fielding initiatives and programs of record. It provides critical infrastructure for testing various systems such as the 105-mm Mobile Howitzer, Active Protection System (APS), AH-64 Block III, Armored Multi-Purpose Vehicle (AMPV), and many others. By ensuring robust capabilities, the program aids in the development cycle of these systems, contributing to their successful deployment.

In recent years, adjustments have been made to support ATEC Test Capability Investments and enhance network interoperability within a Multi-Domain Environment. The program also includes congressional additions like the Rapid Assurance Modernization Program - Test (RAMP-T), which received significant support to further bolster capabilities. These investments are essential for evaluating systems in contested environments and ensuring that Army modernization efforts remain on track.
