Air Force Studies and Analysis Agency

The Air Force Studies and Analysis Agency is dedicated to enhancing analytical capabilities across air, space, and cyberspace domains. This effort supports decision-making at the enterprise level for the Department of the Air Force. The initiative involves evaluating force structure options and capability trade-offs in alignment with the 2022 National Defense Strategy's Force Planning guidance. The agency aims to address strategic capability gaps by identifying high-return investment solutions through ongoing analytical efforts.

A key objective is to implement recommendations from Project PHALANX and strengthen the modeling and simulation (M&S) ecosystem within the Department of the Air Force. This includes providing enterprise tools, models, and computing resources efficiently to both Air Force and Space Force organizations. As new technologies such as Digital Electronic Jammers and Directed Energy Weapons emerge, extensive research is needed to integrate these capabilities into existing analytic tools.

The program also focuses on developing M&S tools for specific areas like Space, Irregular Warfare, Information Operations, Cyber warfare, and Intelligence, Surveillance, and Reconnaissance (ISR). These tools are crucial for strategic planning, operational requirements, modernization efforts, and supporting various processes. The complexity of these focus areas necessitates cross-domain examination to develop new decision-support tools effectively.

Additionally, this program element may cover necessary civilian pay expenses for managing and delivering weapon system capabilities. Adjustments reflect corrections in previous allocations to ensure accurate support for ongoing research and development activities. The acquisition strategy involves awarding efforts under existing Task Order contracts to continue advancing M&S development through FY 2029.
