Worldwide Joint Strategic Communications

Worldwide Joint Strategic Communications falls under the Air Force's Research, Development, Test & Evaluation (RDT&E) budget activity for Operational Systems Development. The specific goal of this program is to modernize and develop the Strategic Automated Command and Control System (SACCS) to ensure the secure transmission and processing of Emergency Action Messages (EAM) and other critical communications for the Nuclear Command, Control, and Communications (NC3) systems. This includes transitioning from Time-Division Multiplexing (TDM) to Internet Protocol (IP) architecture, addressing obsolescence challenges, improving cybersecurity, and enhancing system reliability and availability. The program also aims to support the fielding of SACCS-R as a bridge to Sentinel to facilitate the 2.0 program solution.

The objectives of this program include designing and developing the replacement SACCS-R system, transitioning architecture from TDM to IP, replacing legacy components with supportable networking and information system hardware, mitigating cybersecurity risks, improving reliability and availability, decreasing annual sustainment costs, addressing obsolescence challenges, supporting a bridge connection to Sentinel through Sentinel NC3 Terrestrial Integration (SNTI), and meeting the Chairman Joint Chiefs of Staff Nuclear Technical Performance Criteria and Operational Standards (CJCSI 6811.01). Additionally, the program plans to continue updating the SACCS core, facilitating Cybersecurity Operations Cell development and testing readiness review, supporting fielding efforts for SACCS-R SNTI as a bridge to Sentinel for the 2.0 program solution, updating Navy Modernized Hybrid Solution interface changes, and modernizing core message processing.
