Description
Strategic Mission Planning & Execution System encompasses two distinct planning systems: the Integrated Strategic Planning and Analysis Network (ISPAN) and the Nuclear Planning and Execution System (NPES). The ISPAN program supports the mission of USSTRATCOM by providing full-spectrum global strike capabilities, space support, missile defense, and information operations. It enables an effects-based approach to planning and operations, cross-domain information sharing, and supports multiple planning environments. The NPES is a national command and control system that supports all phases of nuclear conflict. It includes cyber investments for legacy enhancements, test, communication systems, and operational server integration with fixed command centers, distributed sites, and mobile platforms. Both programs involve hardware and software cyber investments to support their respective planning systems.
The procurement funding for Program 833570 will be used to execute technology modifications and maintenance activities for the ISPAN and NPES programs. This includes the procurement of Commercial Off-The-Shelf (COTS) hardware such as servers, storage devices, workstations, peripherals, and other network components. The hardware will be used to support all ISPAN program increments and NPES environment suites. The program follows a four-year life-cycle replacement plan for Cyber Investments to ensure compatibility with fast-moving COTS hardware technology improvements. Additionally, the funding covers cyber investments necessary for a successful operational application/system delivery for fixed command centers, distributive sites, and mobile platforms. These investments are accomplished through command-supported contracts as well as Defense Microelectronics Activity (DMEA) support for airborne enhancements.
