Description
Shipboard IW Exploit is a Navy initiative that supports the modernization and signal threat pace by maintaining Ships Signal Exploitation Equipment (SSEE) Increment F and its variants. The program aims to provide surface vessels with the capability to disrupt, deny, degrade, and defeat adversary use of radio frequency spectrum. It also supports Assured Command and Control, Battlespace Awareness, and Integrated Fires. Additionally, the program aligns with National Security Agency's initiatives to migrate all systems, including U.S. Navy Surface Cryptologic Systems to NSAnet.
Furthermore, the program includes the procurement of Information Warfare (IW) training equipment for operator training on SSEE Increment F (V) 7/8 and the hardware for Shipboard IW team training. It also involves Engineering Change Proposals (ECPs) to address system obsolescence and performance issues until the fielding of SPECTRAL. The program aims to enhance combat effectiveness by providing improved information/cyber warfare planning, exploitation, and attack capabilities across Naval platforms through Spectral system acquisition. Overall, the FY 2024 budget request reflects an increase primarily attributed to ECP procurement for upgrades to SSEE Increment F and SSEE Modifications before the fielding of SPECTRAL. These ECPs address key system obsolescence and performance issues to meet fleet cryptologic and SIGINT requirements until the fielding of SPECTRAL occurs.
