2034A - Procurement of Ammunition, Army
Description
LI 3246E37300 Rocket, Hydra 70, All Types, falls under the Army's procurement of ammunition budget activity. The specific goal of this program is to procure all aviation rockets and small guided munition types in support of Army operational, training, and war reserve requirements. These rockets are used on manned and unmanned platforms by Army, Navy, Air Force, Special Operations, and Foreign Military aircraft for various roles including anti-materiel, anti-personnel, air-to-ground suppression, and illumination. The program aims to provide combat overmatch capability and ensure the availability of munitions to support combat operations. Additionally, it supports the resolution of obsolescence, safety, insensitive munitions, reliability, weapon integration activities, test sets, engineering changes, production issues, lifetime buys of obsolete components, and guidance section testing and repair kits.
The budget for FY 2024 supports critical Army Title 10 war reserve/operational, training, and test requirements in accordance with Department of Defense Instruction 3000.04 (Munitions Requirements Process) and Army Regulation 5-13 (Total Army Munitions Requirements Process and Prioritization System). This includes supporting Office of the Secretary of Defense (OSD) approved Combatant Commander Operational Plans, Homeland Defense, and other OSD-directed missions. The funding will procure unguided Hydra-70 Rockets as well as guided Hydra-70 Rockets to meet the specified quantity requirements for war reserve/operational needs. The decrease in funding from FY 2023 to FY 2024 is due to healthy inventory levels. The program also aims to convert any price advantage created through contract negotiations or other service procurement to increase procurement of Hydra-70 rockets or address safety, reliability, affordability, and obsolescence concerns.
