Description
The MSE Missile is a critical component of the Army Modernization Priorities in support of Air and Missile Defense. The program's specific goals include the procurement of certified missile rounds and necessary ancillary hardware for production and fielding, as well as the support of Field Surveillance Program (FSP), PAC-3 Missile Support Center (P3MSC), Integrated Logistics Support (ILS), US Unique Engineering Services (ES), and System Engineering Program Management (SEPM) activities. The PAC-3 MSE Missile is designed to intercept tactical ballistic missiles, air breathing threats, cruise missiles, and unmanned aerial systems. It represents the next generation PAC-3 missile, providing expanded battlespace performance against evolving threats and has been fully integrated into the Patriot system and the THAAD system. Additionally, the program aims to ensure that the reliability, performance, and safety of fielded missiles in the Patriot family remain within classified system specifications for the life of the system through the Patriot Advanced Capability-3 (PAC-3) Missile Field Surveillance Program.

The program also includes production continuity efforts specific to each annual production buy to ensure the stability of production capacity. The funding supports additional equipment acquisition and is essential for maintaining readiness and capability in air and missile defense. The program's objectives are aligned with Army Acquisition Objective (AAO) 3376, aiming to achieve a specific procurement quantity over multiple fiscal years. The Army is exploring a Multi-Year Procurement (MYP) acquisition path to ensure economic ordering quantity material in support of multi-year procurement acquisition. The program's unit prices reflect an assessed yearly Foreign Military Sales (FMS) procurement of PAC-3 missile variants, with any price advantage created through contract negotiations intended to increase Army procurement of MSE missiles.
