Description
Modification Of In Svc Equip is a budget line item that funds modifications to the Tactical Wheeled Vehicle fleet, including trailers and enablers, within the Army's Other Procurement budget activity. The program aims to develop material solutions and procure hardware, materials, and installation costs required to complete the modification. These modifications are performed to address safety deficiencies, increase mission capabilities and interoperability, extend the useful life of equipment, improve supportability, upgrade existing technology, increase efficiency, improve readiness, address obsolescence issues, and meet new or changing statutory and regulatory requirements. Notable efforts include field retrofit and capability upgrades to fielded Joint Light Tactical Vehicle (JLTV) systems, transition of capabilities from the High Mobility Multipurpose Wheeled Vehicle (HMMWV) platform to the JLTV platform, and procurement of hardware for climate change initiatives.
The program also supports the transition of capabilities from the HMMWV platform to the JLTV platform which were not available at the time of unit fielding. This includes retrofit or Mounted Assured Positioning, Navigation, and Timing System (MAPS) Generation Two (G2), Pack Leader retrofit kits with Handheld, ManPack, and Small Form Fit (HMS) Man Packable Generation 2 (HMS MP Gen 2), Command Post Integrated Infrastructure (CPI2)/Command Post Platform (CPP) retrofit which is a Command and Control configuration that supports multi-domain operations. Additionally, it supports Common Remotely-Operated Weapon Station (CROWS) Display and Control Panel (DCP) retrofits which replaces the JLTV-unique Auxiliary Smart Display Unit (ASDU), B-Kits, additional armor kits, and predictive logistics. This transition aligns JLTVs with the Army's standard solution, reduces kit cost, and addresses obsolescence issues through the CROWS Class 3 Tech Refresh (TR). The program also includes safety modifications for the Light Tactical Vehicle safety modification (LTV) effort for the Army requiring Anti-lock Braking System/Electronic Stability Control (ABS/ESC) installation to High Mobility Multipurpose Wheeled Vehicle (HMMWV) fielded vehicles to help mitigate rollover and loss of control incidents resulting in fatalities and serious injuries.
