7 - Personnel and command support equipment
Description
The Medical Support Equipment (MSE) program aims to fund new medical capability and technology on naval operating ships, including configuration management, spares, technical manuals, and installations. The program's requirements are determined through Commander, U.S. Fleet Forces Command (USFFC) and Commander, U.S. Pacific Fleet (PACFLT), with procurement managed by Naval Medical Readiness Logistics Command (NMRLC). The funding is used to procure modifications or additions to the ships' allowance items identified within the Authorized Medical Allowance List (AMAL) and Authorized Dental Allowance List (ADAL), unique to specific classes or types of ship or Commands. Additionally, the program supports critical medical equipment procurement for theater hospitalization capabilities, such as Role III Care, as defined in Joint Publication 4-02 Health Services Support and the Expeditionary Medical Facility (EMF) ROC and POE.
The funding under this program is utilized for various specific purposes such as the procurement of Direct Digital Radiology systems for advanced diagnostic imaging, installation of these systems, overhauling of LPACs to provide oxygen to patients on board USNS MERCY during critical missions, laboratory upgrades for clinical chemistry analyzers, and procurement of Deployable Medical Systems in the Expeditionary Medical Family of Systems Program of Record. These systems include Expeditionary Resuscitative Surgical Systems (ERSSs), En Route Care Systems (ERCSs), Certified Mobile Labs for in-theater diagnostics and screening, and critical technical capability and capacity modernization of expeditionary medical facilities. This funding also covers major systems replacement for Hospital Ships USNS COMFORT and USNS MERCY.
