Budget Activity
4 - Advanced Component Development and Prototypes
Description
Marine Corps Ground Combat/Support Systems falls under the Research, Development, Test & Evaluation (RDT&E) Budget Activity 4: Advanced Component Development & Prototypes (ACD&P) of the Navy. The specific goal of this program is to support the demonstration and validation of Marine Corps Ground/Supporting Arms Systems for utilization in Marine Air-Ground Expeditionary Force amphibious operations. This involves developing and integrating hardware for experimental tests related to specific ground weapon systems. The program aims to enhance Marine Corps reconnaissance capability by realizing Fleet Marine Force 2030 requirements through the development of the Advanced Reconnaissance Vehicle (ARV), a purpose-built combat vehicle system that is highly mobile on land and water, equipped with modern command, control, communications, and surveillance systems.
The objectives of PE 0603635M include executing contract options and modifications in FY 2024 to drive down technical and programmatic risk, initiating a Government Systems Integration Lab (GSIL) to integrate C4 equipment, assessing cyber security implementation, and validating subsystem technology readiness. Additionally, the program office will procure long lead Government Furnished Property impacted by supply chain challenges to support Engineering and Manufacturing Development (EMD) prototype build. The program also plans to complete Analysis of Alternatives (AoA) update, release EMD Request for Proposal (RFP), conduct Source Selection and Evaluation, initiate subsystem risk reduction and Prototype Vehicles test-fix-test effort with industry partners, continue GSIL/SoS analysis & testing, continue Front End Analysis/Training Systems Requirement Analysis, update and complete MS B Documentation. These efforts are aimed at supporting the transition to Milestone B decision in FY 2025 and ultimately achieving Initial Operational Capability (IOC) in FY 2030 and Full Operational Capability (FOC) of the initial variant in FY 2033.
In summary, PE 0603635M focuses on advancing Marine Corps Ground Combat/Support Systems through the development and integration of advanced hardware for experimental tests related to specific ground weapon systems. The program aims to enhance Marine Corps reconnaissance capability by realizing Fleet Marine Force 2030 requirements through the development of the Advanced Reconnaissance Vehicle (ARV) while addressing technical and programmatic risks associated with cyber security implementation and subsystem technology readiness.
