LPD Flight II

Shipboard Tactical Comms is focused on the procurement and installation of Integrated Waveform (IW) and Mobile User Objective System (MUOS) Digital Modular Radio (DMR) systems and IW and MUOS upgrade kits. This program is led by the Navy and aims to provide satellite communications, Line of Sight (LOS) and High Frequency (HF), Very High Frequency (VHF) and Ultra High Frequency (UHF) communication capability to surface, submarine, and shore facilities. The specific objectives include the procurement of DMR IW & MUOS Afloat radios with ancillary equipment for installation in FY26, as well as the installation of DMR IW & MUOS Afloat Radios, DMR IW & MUOS Shore Radios, and DMR IW and MUOS Upgrade Kits. Additionally, funding will be used for NSA mandated cryptographic modernization requirement for MUOS waveform 3.2.

The program also includes the procurement of DMR IW & MUOS Afloat radios with ancillary equipment for US Coast Guard National Security Cutters (NSC) equipment. The fielding plan for DMR IW & MUOS Systems has been adjusted due to changes in schedule for ships decommissioning and ship availability periods, leading to variances in procurement and installation costs & quantities between budget submissions. Overall, the program aims to ensure a threshold capability for global maritime command, control, and communications in a Distributed Maritime Environment to execute current warfighting plans and is required for National Command and Control capability.
