Joint Service Explosive Ordnance Development

JNT Service EOD falls under the Research, Development, Test & Evaluation budget activity of the Navy. The program aims to provide Joint Service Explosive Ordnance Disposal (EOD) and supported Combatant Commanders with information superiority by developing Unexploded Explosive Ordnance (UXO), Improvised Explosive Devices (IED), Weapons of Mass Destruction (WMD), and weapons systems Technical Manuals (TMs). These TMs are crucial for the success of EOD missions in detecting, locating, accessing, identifying, rendering safe/neutralizing, and disposing or recovering explosive threats. The program also focuses on developing Render Safe Procedures (RSP) and Disposal Procedures for both U.S. and foreign ordnance items to ensure the safety of military operations, installations, personnel, and materials.

The program's objectives include continuous delivery of urgent and periodic documented procedures and publications for mines, ordnance items, weapons systems, Improvised Explosive Devices, Weapons of Mass Destruction, and related explosive hazards. It supports the development of new Render Safe Procedures targeting foreign ordnance items and their associated fuzing. Additionally, it aims to develop emerging technical manuals for tactics, techniques, procedures to mitigate threats and document effective countermeasures against Improvised Explosive Devices (IED) and Weapons of Mass Destruction (WMD). The program is aligned with the National Defense Strategy and operates as a non-acquisition program with ongoing efforts to provide critical EOD procedures and countermeasures to support Joint Service EOD operations.
