Homeland Defense Technology Transfer Program

Homeland Defense Technology Transfer Program is aimed at facilitating the successful and balanced transfer of dual-use technology equipment and information to first responders without impeding military readiness. The program's specific objectives include accelerating the transfer of dual-use technology to first responders, enhancing the effectiveness of equipment transfers to first responders, and ensuring a smooth transition of technology with dual utility to improve homeland security and public safety without compromising military readiness. It aligns with the Congressional intent of Sec 1401 of the National Defense Authorization Act for FY2003 (P.L. 107-314) and supports the National Defense Strategy by delivering performance with affordability and speed while consolidating and coordinating various military efforts to pass technology and equipment to first responders.

The program works in collaboration with various DoD activities, interagency partners, and first responder organizations to expedite the transfer of dual-use military technology into the commercial sector for use by law enforcement, fire, and emergency medical service personnel. It also ensures that appropriate excess military equipment is made available to the first responder community on an expedited basis. The planned programs for FY 2023 and FY 2024 include using a consortium of subject matter experts/governance councils to prioritize technology transfer requirements, continuing outreach activities, and enhancing excess equipment transfer capabilities from service level divestiture efforts and overseas contingency operations. The funding for the program remains consistent into FY2024 to support its objectives effectively.
