High Mobility Engineer Excavator (HMEE)

The specific goal of the High Mobility Engineer Excavator (HMEE) program is to equip Airborne, Construction, and Combat Engineer units with the capabilities necessary to conduct light earthmoving, loading, and excavation throughout the area of operations. This supports airfield and road repair/construction, preparation of bridge sites, base camp/facility sustainment, and executing survivability and major construction tasks. The HMEE is a non-developmental item (NDI) that enhances force mobility, maneuverability, deployability, and sustainability. It also supports Defense Support to Civil Authorities (DSCA) operations such as disaster relief.

The objectives of the HMEE program include providing self-deployable equipment that can repair Lines of Communication, increasing force mobility and maneuverability. The program also aims to field the HMEE with Crew Protection Kits (CPK) to support Airborne Units and integrate Electrical Over Hydraulic (EOH) upgrades through an Engineering Change Proposal (ECP) to enable remote operations and semi-autonomy. Additionally, the program includes fielding the High Mobility Engineer Excavator Type III (HMEE-III), a Backhoe Loader (BHL), for general construction missions in areas such as road building, airfield construction, repair and improvement of road systems, trails, and bridges. The BHL is also capable of accepting a CPK for contingency operations.
