Description
Guam Defense Development is a high-priority mission for the Department of Defense (DoD) aimed at developing a Missile Defense System to protect Guam against ballistic, hypersonic, and cruise missile threats. The program is led by the Missile Defense Agency (MDA) and supports the Pacific Deterrence Initiative. The specific objectives include developing and fielding distributed land-based launchers, sensors, and integrated communications across Guam. This involves integrating efforts between MDA, U.S. Army, and U.S. Navy systems to provide a 360-degree persistent integrated air and missile defense with distributed launch systems and radar capabilities. The program also focuses on site activation, environmental protection, engineering, and interoperability activities to achieve initial capability in 2024, enhanced capability in 2029, and additional capability in the 2030s.

The program's goals include conducting studies and analysis, architecture development, siting analysis, and increasing the development and modification of distributed radar and Aegis Guam System support. It also aims to initiate design and development of distributed land-based radar systems for acquiring, tracking, identifying, and discriminating threats to Guam. Additionally, the program focuses on providing program management oversight and inter-agency/service coordination to integrate a capability to defend Guam against ballistic and cruise missile attacks. Furthermore, it aims to complete environmental impact studies and assessments as required by federal laws while performing advance planning for site activation and construction on Guam. Lastly, the program includes activities related to Aegis Guam system architecture and systems engineering necessary to provide an integrated air and missile defense system on Guam against ballistic missile threats. These activities involve threat engineering, specifications development, software validation and verification, modeling and simulations, risk management, pre-mission test analysis, performance analysis, baseline management, control activities for integration with external agencies/organizations.
