Description
First Destination Transportation is a critical component of the Navy's Weapons Procurement activities. The primary goal of this program is to ensure the timely and efficient delivery of weapons-related equipment and material from procurement sources to the first point of use or storage, both within the Continental United States and overseas. This includes transportation from point of origin to point of use or storage when Navy-owned material or equipment is provided to a contractor incident to a Research and Development project or a system/equipment acquisition or modification. The program involves coordination with various agencies such as NAVSUP, NAVAIR, NAVSEA, and SSP to manage transportation costs associated with the trucking industry and address shortages of truck operators.
The specific objectives of Program 2410 include managing transportation costs for shipments of WPN-procured weapons-related equipment and material, as well as providing Government Furnished Equipment/ Government Furnished Material (GFE/GFM) to contractors involved in WPN-funded system/equipment acquisitions or modifications. The budget increase from FY 2023 to FY 2024 is attributed to rising transportation costs associated with the trucking industry and a shortage of truck operators. Additionally, there are increased rail transportation rates for first and second stage rocket motors. These funds are allocated to cover known quantities of planned Guidance Systems and First and Second Stage Rocket Motors movements, as well as items on the ordnance exception list where it is necessary to use a Transportation Account Code.
