Description
The Environmental Security Technology Certification Program (ESTCP), aims to demonstrate and validate innovative environmental and energy technologies that address the most urgent needs of the Department of Defense (DoD). The program supports the DoD's initiative for Building Sustainable and Long-Term Advantage by responding to Congressional concerns over slow remediation of environmentally polluted sites on military installations, conducting demonstrations focused on emerging technologies, and improving defense readiness by reducing operation and maintenance costs caused by environmental restoration, waste management, and energy expenses. The program gives preference to technologies that have completed necessary research and development objectives and address the highest priority DoD requirements.

The ESTCP program includes several sub-efforts such as Sustainable Technologies Evaluation and Demonstration Program (STED) and Climate Resilience Technology Demonstration/Validation. These sub-efforts focus on demonstrating technologies to address climate mitigation, catalyze clean energy industries, improve installation energy resilience, and enhance climate resilience of DoD installations. The program solicits proposals from all DoD organizations, other Federal Agencies, and the commercial sector through an annual competitive process, selecting projects based on reviews by multi-agency panels. The program's specific objectives include demonstrating firefighting performance of new PFAS-free Aqueous Film Forming Foam (AFFF) alternatives, PFAS destruction technologies for investigation-derived wastes, predictive corrosion models, sustainable technology demonstrations at DoD installations, and improving climate resilience of DoD installations.
